Should job promotion be based on performance or seniority?

 Some people believe that job promotion should be based on performance. Other people believe that it should be based on seniority. In my opinion, I believe that job performance should be based on performance for the following three reasons.
 The first reason is that it can motivate workers, especially young workers, to work hard. Motivated workers will work hard, and then consequently, quality of service will be enhanced. That is a real benefit.
 The second reason is that people with lack of education can work on equal terms with people with high education. Since people with lack of education have a good chance to produce remarkable achievements, this can be a real benefit.
 The last reason is that it is good not only for young people but also for elderly people. Because people with a lot of experiences are likely to do their jobs better than people with lack of experiences. Since elderly people have a lot of experiences usually, it is good for elderly people too.
 As I mentioned above, for the aforesaid three reasons, I believe that job promotion should be based on performance.
