Should the government ban elderly drivers?

◆ Pros
 I strongly believe that the government should ban elderly drivers for the three following reasons.
 The first reason is that elderly people cause so many accidents every year. It is biologically proved that people will gradually lose many abilities such as eye sight, hearing, attention, concentration, judgment, and so on, as one is getting old and these abilities are indispensable for safe driving.
 The second reason is that elderly people can get human contact by having someone drive for them. In this modern world where the number of nuclear family has been increasing and the more elderly people live alone and their solitary death has been becoming a serious problem, dispatching drivers for the elderly is not a bad idea. Elderly people can get help from their drivers not only when they need a car but also when they need medical attention and thus more lives of the elderly can be saved.
 The third reason is that it could be a benefit to the economy. If substitute drivers for the elderly become popular, it will become a lucrative business and the more business flourishes the better the economy gets.
 As I mentioned, for the aforementioned three reasons, I strongly believe that the government should ban elderly drivers.

◆ Cons
 I do not believe that the government should ban elderly drivers for the three following reasons.
 The first reason is that it is unfair to force all the elderly people, including perfectly healthy ones, to stop driving. Although some people lose many abilities which are essential for safe driving because of age, there are some elderly people who do not lose these abilities and are completely safe to drive. There is no sensible reason to force people who can drive completely safely to stop driving.
 The second reason is that some elderly people need a car to live. It would be no problem for people living in the city not to drive a car. However people living in rural areas cannot live without it. The job of the government is not to deprive people of the necessities of life.
 The third reason is that it costs a lot of money to hire drivers for elderly people. In this one of the worst economic recessions, the government cannot afford to spend that kind of money and it is unfair to force this financial burden on the elderly.
 As I mentioned, for the aforementioned three reasons, I do not believe that the government should ban elderly drivers.

◆ トピック:政府は高齢者の運転を禁止するべきか?

例によって、賛成派と反対派を書きました。

賛成派では、
「高齢ドライバーが多くの交通事故を起こしている」
「代理の運転手を付ける事で、人との触れ合いが得られる」
「経済に利益をもたらすかも知れない」
の3つを、メインに、書いてみました。

反論としては、
「本当に、事故と年齢の間に、直接の関係があるのか?」
「代理の運転手を付ける以外にも、人とのふれあいを得られる方法はあるのでは?」
「むしろ、経済にとって、負担になるのでは?」
などが考えられます。

反対派では、
「完全に健康な高齢者にまでそれを強いるのは不公平」
「車がないと生きていけない人もいる」
「コストがかかる」
の3つを、キーアイディアに書いてみました。

反論としては、
「いくら健康であっても、加齢とともに、運転に必要な様々な能力が落ちるのは、生物学的事実なので、仕方ないのでは?」
「代理運転手や、デリバリーで、賄えるのでは?」
「高齢者向けの代理運転ビジネスが繁栄すれば、むしろ、経済にプラスになるのでは?」
などが考えられます。

これは、人や場所によりますね。
健康で、あまり人のいない場所で、車がないと非常に不便な地域に住んでいる高齢者に、運転を禁止する意味は、あまり無いと思いますし、不健康で、人通りの多い地域に住んでいて、都会で徒歩圏内に何でもある地域に住んでいる高齢者には、運転を禁止しても問題ないように思います。
ですので、序論で、「It depends on the situation.」などと言ってから、運転を禁止するべき高齢者と、運転を許可するべき高齢者に、場合分けして、本論を進めるのもありだと思います。
